Fraud technology is racing ahead. Credit unions are deploying agentic AI systems that autonomously resolve disputes, detect patterns, and take action without human intervention. These systems can gather evidence, apply policy, and make decisions in real time within clearly defined boundaries.
Yet while credit unions rush to automate their internal operations, they continue to operate in silos when it comes to fraud intelligence. Fraudsters collaborate globally, sharing tools, techniques, and tactics across borders in real time. Defenders, meanwhile, remain isolated, with each institution fighting the same battles independently, often against the same adversaries.
The paradox is striking: we trust AI to make autonomous decisions about member disputes, but we won’t share anonymized fraud signals with other institutions.
The intelligence gap that shouldn’t exist
The technology for secure fraud intelligence sharing already exists. The regulatory frameworks allow for it. What’s missing isn’t capability. It’s adoption and collaboration.
Institutions often cite privacy concerns, PCI compliance, and regulatory requirements as barriers. But meaningful intelligence sharing doesn’t require member data. It can and should be done anonymously, focusing on behavioral patterns and threat signals rather than personal information. The distinction is critical: sharing that a specific fraud tactic is targeting members with certain behavioral characteristics is fundamentally different from sharing individual member information.
What we don’t need to share: names, emails, card numbers, or any personally identifiable information.
What we can share safely and responsibly: fraud behavior patterns, transactional signals, account takeover indicators, and commonly hit merchants.
The framework for this already exists in other contexts. Card networks facilitate limited fraud data sharing. Industry working groups exchange high-level threat intelligence. What’s needed is scaling these efforts to match the sophistication and speed of modern fraud operations.
Other industries that fight theft and organized crime collaborate far more effectively. Law enforcement agencies share intelligence. Cybersecurity firms exchange threat data through ISACs. Even retailers coordinate to combat organized retail crime.
Financial services, however, remains fragmented. Each bank deploys sophisticated AI to fight fraud independently, reinventing solutions to problems their competitors solved months ago, or will face next quarter.
When automation moves faster than collaboration
The rise of agentic AI in dispute operations makes this gap even more glaring. These systems don’t just flag suspicious transactions and wait for human review. They actively process disputes by gathering evidence, cross-referencing data sources, and resolving routine cases autonomously. Some credit unions report straight-through processing rates of 50% to 60% for digital claims, with fraud losses reduced by 20% to 30%.
But here’s the limitation: even the most sophisticated agentic system can only act on the data it has access to. If a fraud pattern is emerging across multiple institutions, each credit union’s AI must discover it independently. By the time Institution B’s system learns what Institution A’s system detected last week, thousands of additional accounts may be compromised.
Imagine instead a shared platform where institutions exchange real-time fraud trends and behavioral signals anonymously. Agentic AI systems could tap into the collective intelligence across the entire ecosystem, detecting threats earlier and responding faster.
The technology to enable this exists. Autonomous systems are already making decisions with minimal human input, adjusting strategies in parallel based on what they observe. Extending that capability to incorporate anonymized cross-institutional signals is a matter of architecture and willingness, not technical limitation.
What’s really holding us back?
If the technology exists and the regulatory path is clear, why aren’t defenders collaborating the way attackers do?
The barriers are cultural and organizational, not technical. Trust is the first obstacle. Institutions worry about competitive disadvantage or inadvertently revealing proprietary information. There’s a lingering concern that sharing fraud intelligence might somehow expose operational weaknesses. But in reality, anonymized pattern sharing strengthens collective defenses without compromising competitive position.
Cost is another concern, though the math doesn’t support it. The financial impact of fraud far exceeds the investment required to participate in intelligence-sharing platforms. When members switch credit unions after a frustrating dispute experience—of which two-thirds say they’d consider—the acquisition cost to replace them can exceed $780 per member. Meanwhile, 73% of members say positive dispute handling influences their loyalty. The cost of not collaborating, measured in member churn and fraud losses, dwarfs the investment in collaborative infrastructure.
Governance challenges also slow adoption. Cross-institutional collaboration requires agreements on data formats, sharing protocols, and dispute resolution processes. Who owns the shared data? How are contributions valued? What happens when institutions disagree on how to interpret shared signals? These aren’t simple to establish, but they’re far from impossible. Industries with similar challenges have solved them through industry consortiums and standardized frameworks.
The final barrier may be the most difficult: priorities. Fraud intelligence sharing requires sustained commitment and coordination. It’s easier to focus inward, optimizing internal processes and deploying the latest AI tools within existing systems. That approach delivers results quickly, while collaborative initiatives require patience and trust-building across organizational boundaries. Quarterly earnings calls reward internal efficiency gains, not contributions to a collective defense.
The path forward: Autonomous systems that learn collectively
The future of fraud prevention isn’t just smarter AI within individual institutions. It’s intelligent systems that learn collectively while respecting privacy and competitive boundaries.
Autonomous AI gives credit unions the operational framework to act on intelligence quickly. What’s needed now is the infrastructure to make that intelligence more complete. When one institution’s system detects a new account takeover pattern, that signal should propagate across the network anonymized, secure, and actionable.
This isn’t a radical departure from current practices. Credit unions already share fraud data in limited contexts, like card networks and industry groups. The opportunity is to expand that sharing to match the sophistication of the autonomous systems now making decisions at scale.
Fraudsters don’t respect institutional boundaries. They test tactics across multiple credit unions simultaneously, learning what works and adapting in real time. If attackers collaborate globally, defenders should too.
The question is whether the industry will prioritize collective defense over individual optimization. Because the institutions that figure out how to collaborate while competing will be the ones that stay ahead of fraud, not just react to it.
Autonomous AI can resolve disputes faster than humans. But even the smartest autonomous system is limited by the intelligence it has access to. The real breakthrough won’t come from better algorithms alone. It will come from better collaboration.
